I think you are asking about whether or not it is advisable to use a PVA size on a birch support? But we will need a bit more information in order to formulate a helpful response...

The original poster has not responded with a more specific question so we will just assume what Kristin wrote. A PVA dispersion size should be fine for a birch panel. An acrylic dispersion size like that mentioned above would also work. Make sure that you coat both sides if the panel is no braced to help mitigate warping from the addition of water.
